Overview
Develop a strategy for procurement of PPE, cleaning supplies and testing that will meet the
needs of the higher education institutions in MA (and RISD) with the clear goal of increasing
efficiency of effort and reducing the redundant efforts of multiple campuses seeking to source
and procure materials and services crucial to addressing COVID-19. As such, developing an
effective communication system, including protocol placemat, is key to this work.
Project: To work with higher education institutions (HEI) in Massachusetts (and RISD) through
existing consortia, associations, and AICUM to assist in procuring various supplies. Some of the
supplies will include but may not be limited to: personal protection equipment (PPE),
disinfecting supplies, barriers, signage, and testing kits, according to the recommendations
outlined in the state’s plan for the safe reopening of colleges and universities; to consult on
supplies protocol (and testing kits, if applicable); and to liaise on an ongoing basis with suppliesrelated communications.
Primary Contacts: This position reports to TBC Executive Director and Procurement subcommittee.
Timeline: Contract (temporary) position; six months beginning immediately
Knowledge of all procurement process disciplines is critical. Experience in bulk purchasing, as
well as medical, research, and technology procurement is preferred. The candidate will work
with higher education procurement leaders at institutions varying in size, scope, and mission
from across the Commonwealth.
Responsibilities:
Procurement of supplies and communications
• Gather supplies requirements for a safe reopening
• Validate supplies meet standards outlined by the TBC Universities, State (HHS, MEMA),
and Federal (CDC, FEMA) guidelines and specifications
• Works across consortia and public higher ed institutions to create list of all supplies
needed for each individual campus (type, volume), secure US vendors for purchase
• Manages, oversees and performs the activities related to supply procurement including
planning, development and execution and delivery
• Manages, oversees and performs the activities related to testing kits including planning,
development, and execution and delivery
• Research and develop relationships with vendors to create a viable and sustainable
supply chain
• Develop and deploy request for proposals to vendors*

• Create solid evaluation criteria matrix
• Assists in qualifying and evaluation of proposals, and documents and records the
procurement evaluation process
• Prepares, plans, and conducts negotiations or participates in negotiating terms for
goods or services
• Develop a sound records retention plan of the bid documents, processes, proposals,
evaluations, and final award
Consultation and Communication on PPE protocol
• Develop an effective communication strategy to ensure that key contacts at each higher
education institution within the state are aware of the status of the effort outlined
above (portal, website, status updates via email, etc.)
• Create communication channels to ensure input from all institutions as well as keeping
them updated on project’s progress
• Work closely with the statewide effort on procurement and distribution of PPE and
testing kits to promote efficiency and cooperation
• Creates protocol placemat for PPE (and testing kits, if applicable) for institutions
• Participate, develop content, and present at TBC, AICUM, and Consortia meetings as
needed throughout the project
Minimum qualifications:
• At least 5 years’ experience in procurement, strategic sourcing, supply chain,
commodities, risk management, or related experience required
• BS or BA in Business, Purchasing, Management, or related field required
• Must be able to work remotely and independently
• Knowledge of logistics, inventory management, and research are preferred but not
required
• Must possess strong analytical and communication skills
Additional Qualifications:
• Higher education experience preferred
• Working knowledge of federal procurement regulations
• Strong ability to collaborate and build internal and external relationships
• Demonstrated experience in innovative and strategic thinking skills and business savvy
• Must possess effective influencing and negotiating skills
• Highly motivated with the ability to multi-task and provide timely feedback on all
projects.
• Certification as a Professional in Supply Management (CPSM) Preferred
*where possible, RFP processes should follow FEMA protocols in the event universities
will seek reimbursement
