Top Ten Priorities for Higher Education Procurement

Introduction

On behalf of the National Association of Educational Procurement, the Emerging Initiatives Committee collected data on the top priorities and initiatives for members in 2022 and beyond. The survey consisted of twelve questions and was distributed to all NAEP members. NAEP received 125 responses. While not a statistically significant response rate, the demographic composition of institution class and type reflects the NAEP membership percentages and is reflective of a representative sample.  All regions were represented in the responses.  

Demographics

  • The majority of respondents, 34.75%, indicated that they report to the Chief Business Officer with 28.81% of respondents report to the Chief Procurement Officer. 31.36% reporting to a Procurement Manager or Director. 5.08% reported an alternative reporting structure.
  • The majority of respondents, 41.53%, reported Institutional Class as a Research University with 30.51% reporting as a Large Institution with over 10,000 enrollments, 5.08% reporting as a Medium Institution with over 4,000 enrollments, 9.32% reporting as a Small Institution with less than 4,000 enrollments and 13.56% reporting as Community Colleges.
  • 81.36% of respondents indicated Public as their Institutional Type. Private institutions came in at 16.95%. Other represented 1.69%.

Services Provided by the Procurement Office 

The survey results indicated that NAEP members are responsible for more than procurement activities.

The most frequently reported emerging issues in order of relevance and importance to your procurement office over the next 2-3 years were:

  • Financial Resource Management
  • Strategic Alignment of Sourcing and Contracting to Institution Goals and Transformation

How the Top 10 Issues Are Selected

A list of twelve issues—developed by the Emerging Initiatives Committee—is voted on by NAEP members in an annual survey. The resulting Top 10 Emerging Issues list is thus created by members for members, identifying what's important and where to focus.
