COGR's June 2018 Report - Micropurchase Threshold & Approval

Attached is the June 2018 report from COGR. The Procurement update is at the front. Below is an addendum made to the report by COGR:

n the June Meeting Report, released last week, we described the process for receiving approval to use a Micropurchase Threshold (MPT) of greater than $10,000. In reports back to COGR from COGR members, we have received encouraging news that the approval process is working well.

To date, two issues have arisen in regard to the OMB Memorandum M-18-18: 1) the M-18-18 applies to grants and cooperative agreements only. Any application to contracts will be applicable only after the FAR is updated, accordingly, and 2) institutions that are increasing their Simplified Acquisition Threshold (SAT) to $250,000, per the M-18-18, should consider contacting OMB. While COGR does not believe approval is necessary to increase the SAT, one comment from OMB to a COGR member institution has suggested approval may be required. We encourage you to reach out to OMB and the Cognizant Agency contacts as listed in the June Meeting Report if there are questions. COGR, also, will continue to engage and address issues of concern.
