2017 NAEP Board Members Take Office!

Rosey Murton, Wake Forest University,

Elected President of
National Association of Educational Procurement

The National Association of Educational Procurement (NAEP), the nationwide organization focused exclusively on procurement in higher education, has announced the election of Rosey Murton, Director of Procurement Services at Wake Forest University, to the office of President, effective March 29, 2017. Installation of officers takes place at a ceremony held during the Association’s 96th Annual Meeting in Reno, Nevada, March 26-29.

Prior to joining Wake Forest, Ms. Murton was Executive Director of the Illinois Public Higher Education Cooperative, housed at the University of Illinois, where she served as Director of University Sourcing and Assistant Director of Strategic Procurement. She has also worked as a Contract Portfolio Manager for the State of Illinois and in the private sector.

In addition to serving on the NAEP Board of Directors for the past three years, Ms. Murton served on the Association’s Professional Development Committee and presented programs at both its national and Great Lakes Region meetings.  

Ms. Murton graduated from the University of Illinois at Urbana-Champaign with a B.A. and MBA and has earned the professional certifications CPPO and CPPB.

 


Nichol Luoma, Arizona State University,

Elected Senior Vice President of
National Association of Educational Procurement

The National Association of Educational Procurement (NAEP), the nationwide organization focused exclusively on procurement in higher education, has announced the election of Nichol Luoma of Arizona State University to the office of Senior Vice President. She will take office at a ceremony held during the Association’s 96th Annual Meeting in Reno, Nevada, March 26-29.

Ms. Luoma is Associate Vice President of University Business Services, Sustainability Officer and Chief Procurement Officer at Arizona State University (ASU). Under Ms. Luoma’s leadership, ASU procurement was recognized by the Association for the Advancement of Sustainability in Higher Education's (AASHE) Sustainable Campus index as No. 1 in the purchasing category.

An active NAEP member, Ms. Luoma has served as Pacific Region President, on the Program Committee 2014/2015, on the Faculty for Professional Development, as a participant in the annual Innovator’s Forum, and contributes articles to the NAEP Educational Procurement Journal. Before joining ASU in 2012, Ms. Luoma was vice president of operations in two private sector companies, served in multiple business and supply chain roles at Intel Corporation, and was a senior business-consultant at Clarkston Consulting.

Ms. Luoma graduated from ASU’s W. P. Carey School of Business and Barrett, The Honors College, with a bachelor’s degree in supply chain management. She received her MBA from Duke University, where she was honored as a Fuqua Scholar.

 


Kevin Holmes, Oklahoma State University,

Elected 1st Vice President of
National Association of Educational Procurement

Columbia, Maryland — Kevin Holmes, Assistant Vice President of Budget and Finance for Oklahoma State University in Tulsa, has been elected to serve on the National Association of Educational Procurement (NAEP) Board of Directors as 1st Vice President.

Holmes has worked for OSU in Tulsa for the past 22 years in the university’s procurement, overseeing budget and finance services for both OSU-Tulsa and OSU Center for Health Sciences.

His contributions to NAEP include serving as its District V representative for three years, serving on its board of its TOAL Region, representing Texas, Oklahoma, Arkansas and Louisiana, and hosting three regional meetings.  He has served on all of NAEP’s standing committees and was a recipient of the Nancy Tregoe Award, which recognizes purchasing professionals for extensive volunteer work and advocacy.

Holmes is certified in procurement management and fraud examination. He has educational degrees in business administration, psychology, and a master of education in higher education administration.
He is a graduate of Leadership Tulsa and served as purchasing representative on the Oklahoma Council of Business Officers.

Holmes’ term on the NAEP board runs for three years, with a rotation into the office of NAEP President in 2019.

 


   Travis Ball, Texas A & M University - Commerce,

Elected 2nd Vice President of
National Association of Educational Procurement

Columbia, Maryland —The National Association of Educational Procurement (NAEP), the nationwide organization focused exclusively on procurement in higher education, has announced the election of Travis Ball, of Texas A&M University-Commerce, to the office of 2nd Vice President, effective March 29, 2017. Installation of officers takes place at a ceremony held during the Association’s 96th Annual Meeting in Reno, Nevada, March 26-29.

Mr. Ball currently serves as Chief Procurement Officer and Historically Underutilized Business (HUB) Coordinator at Texas A&M University-Commerce.  He is an adjunct instructor for the Department of Marketing & Management and the Department of Applied Sciences.  He holds a B.A. in Business Administration in Management and an M.S.in Management from Texas A&M University-Commerce.
During his 11 years as an NAEP Member, Mr. Ball has presented programs at numerous national and regional meetings and served on the Association’s Membership and Program Committees.  He received its Young Professionals in Procurement Award in 2009.

 


 LaDonna Purcell, Morehead State University,

Re-elected to District III Board Representative
National Association of Educational Procurement

The National Association of Educational Procurement (NAEP), the nationwide organization focused exclusively on procurement in higher education, has announced the election of LaDonna Purcell, Director of Procurement Services at Morehead State University, to its Board of Directors, effective March 29, 2017. Installation of officers takes place at a ceremony held during the Association’s 96th Annual Meeting in Reno, Nevada, March 26-29. Ms. Purcell will serve as District lll Board Member, representing NAEP members in eight southeastern states.

Ms. Purcell has completed 18 years in public procurement, all in higher education.  She currently serves on NAEP’s Professional Development and Program Committees, is a frequent presenter at the Association’s national and regional meetings, and serves as Secretary-Treasurer of NAEP’s Kentucky Region. In January 2016 she was appointed to the UPPCC Board of Examiners for the CPPO Exam, representing NAEP.  

In addition to serving NAEP, she currently sits on the Kentucky Public Procurement Association (KPPA) Board of Directors and is secretary for the Kentucky Educational Purchasing Cooperative (KEPC).

Ms. Purcell graduated from Morehead State University and is an alumnus of the President’s Leadership Academy. She earned both the CPPB and CPPO certifications in 2013.

 


 Raymond Hsu, University of Washington,

Elected to District VI Board Representative
National Association of Educational Procurement

The National Association of Educational Procurement (NAEP), the nationwide organization focused exclusively on procurement in higher education, has announced the election of Raymond Hsu, Assistant Director, Procurement Services at the University of Washington to its Board, effective March 29, 2017. Mr. Hsu will serve as District VI Board Member, representing NAEP members in the northwest, Pacific and Rocky Mountain states and British Columbia. Installation of officers takes place at a ceremony held during the Association’s 96th Annual Meeting in Reno, Nevada, March 26-29.

Mr. Hsu’s contributions to NAEP include work on both national and regional committees, writing for the NAEP Educational Procurement Journal, and serving as treasurer and president of the Association’s Northwest Region, comprised of Alaska, Oregon, Washington and British Columbia.

Mr. Hsu has C.P.M. certification from the Institute for Supply Management.  His term of office on the NAEP Board runs from 2017-2020.
